Its year 2426 and I can't seem to get mega engineering as research. I still have 3 open perk points to spend.. So I could do Voidborne -> Galatic Wonder -> Master Builder . But I would like to take Defender of the .But I looked up the save file when I had "bad luck" and with the same prerequisites as you, mega-engineering didn't show up either in the console. It did start showing up once I researched the 6th T4 engineering tech. Since it didn't show up in 2280 but showed up in 2283, I'd say the year is unrelated (some techs have minimum years too).
